64-bit preview handlers for preview
If I turn this on, then it shows partial images on the preview (until I resize) and does not allow me to rename files
("file in use").
Should this be expected?

I am not sure I am competent enough to answer that.
Following recommendations here, I installed PDF-XChange Editor (version 8. from April 22, 2019) on my machine sometime back.
It always worked flawlessly till I enable the 64-bit preview. Today I disable it again, and everything works...

I believe it has been happening for a couple of versions (sorry). I am running 21.10.0007

Really? I thought it was fixed for good. And partial images on the preview? Something is wrong with your installation I'd say. Never had any of these issues here, using PDF-XChange for years now day in day out.

So I should try re-installing pdf-xchange editor? remove it first?
I noticed that it "forgets" and uses a (way) smaller image of pdfs on occasion, and the fix is to run the install again and allow it to repair...
but i can do a total uninstall and install if you think that is going to help.

Yes, I would try that.
In case you have remnants of Adobe on your system: try to get rid of them.

I uninstalled pdf-xchange editor and re-installed it (no reboot in between).
I also removed adobe pdf reader (that was installed).
Made no difference.

That is the complete xyplorer window. And the floating preview is a pdf.
