Can not input any Chinese Character in Windows 10 2004

I'm using 20.90.0400 an my windows 10 version is 2004.
I can't input any Chinese character when I try to rename files or folders.
Any other input field got a ? instead.

Weird. A few other users reported a similar issue. Might be some 3rd party software in the background. But whatever it is, it will be history in the upcoming 64-bit version which will also have new Edit controls.
