Keyboard shortcut for cycling through tabs seems broken

I'm likely missing something, or need pointed to a configuration somewhere... But When I hit CTRL+Tab, or SHIFT+CTRL+Tab in a pane, my tabs are changed... But I don't know how it is deciding what tab to go to next. I expect CTRL+Tab to go to the tab to the right, and SHIFT+CTRL+Tab to go to the left... But that's not at all what happening.

How do I fix this? Is it maybe going back/forward in some sort of history rather than the physical position of the tab? Maybe I have found a bug?
