I don't know is it really a bug or not. Anyway, I think it is better report then keep silent.
1. Create 3 dirs on your desktop: aaa, bbb, ccc.
2. Assign red label to aaa, green label to bbb, blue label to ccc. Also, assign some comments.
3. Close XY.
4. Open tag.dat and move bbb line above aaa. That is, it will be bbb, aaa, ccc.
5. Open XY. You will see that bbb directory lost its label and comment.
6. (Mercifully, the metadata isn't *really* lost. Open tag.dat and move bbb to it's orginal position between aaa and ccc. Open XY and see that both label and comment are fixed.)
That is, the database records required to be located alphabetically. Otherwise, some metadata could be missing. That is, if you want to edit tag.dat manually, you should be careful about it.

When you hack you're on your own.
It is mentioned in the Help that tag.dat has to be in ABC order. But the command "Configuration | Information | Tags | Options | Database Check..." is your friend here and can re-order the DB. Hacker's little helper...
