Visual artifact when toggling Touch mode and Dual Pane

Steps to repro:
1. go into single pane view
2. enable and disable TM
3. enable DP
4. enable and disable TM
5. go back to SP
6. enable TM
7. enable DP
You should see some artifact on the tabbar, namely the tabs of the "other" pane don't touch the BC bar.
The rule here is: when the TM status is changed, the inactive and hidden pane doesn't perceive the change.
