When Manage User-Defined Commands (Dialog) is EMPTY you can enter data in the Command Properties without clicking "New..." and have it save the item. However, you are unable to "Assign Keyboard Shortcut..." as it is disabled.
Thinking is either everything in the Command Properties is disabled until you click "New..." or "Assign Keyboard Shortcuts..." should be enabled in the above case.
What are your thoughts?
