This is laughable. I finally figured out what was going on. I enabled the 64 bit context menu in settings. Then after that every time I right clicked on an item, it brought up a dialogue box mentioning the executable file "ContextMenu64.exe", and asking if you want to run this file. If you click "Run" you get the 64 bit context menu. If you click "Cancel" you get the 32 bit context menu. But there is a checkmark on the dialog box saying check to not show this dialog again. The system does that for many exe files, but I don't know under what circumstances. The solution is just click the "do not show again" box in the dialog box. This is so simple, but my mind jumped off in the wrong direction, assuming something was wrong, and everybody followed this path.
I disabled the 64 bit context menu option, now on right clicking I get the 32 bit context menu, with an item in it to take you to the 64 bit menu.
