When I manually check for an update, sometimes it responds and sometimes not.
The most common behavior is that I have to issue the command 3-4 times before it responds saying there is or is not an update available.
Occasionally it responds on the first try, but not often.
This is not a new problem, it has existed for well over a year.
It is not system or network dependent. I see it consistently on both my Windows 10 desktop and laptop regardless of my internet connection.

I would say it is network dependent. It sounds like a typical network issue, and it does not happen here.

I've seen it on many different Wi-Fi networks, but probably all the same ISP.
Could I have a setting wrong? For example,
I have set "No network browsing on startup".
I have cleared "Check for updates on startup".
