[MAGIC-FIXED]Unhelpful tooltip for clipped items in recyclebin

Configuration > File Info Tips > Show tips for clipped tree and list items on and
Configuration > File Info Tips > Show info tips only when hovering file icon off,
hovering over a clipped recycle bin item displays the recycled name while the column is showing the original.

I was on 17.80.0009, and ..0012 does not have the bug anymore.
