Probably local codepage related. It works fine on 1031+1252/850

What if you show these MP3 tags in the Preview panel or in audio tag columns?

Everything works fine, #197 shows correct info
btw, info tips works fine if Control Panel > Regional Settings is En-US
The scramble only happens when I set Regional Settings = Vietnamese.

Looks like you get this "ÿd" sequence and then the correct first letter of the tag value. So the Unicode BOM is not correctly parsed. Weird. Why only Vietnamese? I'll check that later...
