It's highly likely that he used Unicode Coumpounded (instead of Unicode Precomposed). Anyway, XYplorer displays incorrectly wih both Unicode:
co.0001=01|OK|--|Đồng ý
Unicode Coumpounded: XYP display as Đô`ng y'
Unicode Precomposed: XYP display as Đ?ng ý

btw: XYplorer does not allow typing Vietnamese directly. I have to use clipboard (type in notepad → copy paste to XYP). This happens with a few softwares such as Photoshop too, but not Windows Explorer.

------------
P.S: In Vietnam, Precomposed (dựng sẵn) is much much more popular
P.S: A screenshot of ITT interface (with Unicode Precomposed):

Xin chào, các bạn có thể chỉnh sửa 1 chút để tiếng Việt hiển thị đúng trên Precomposed (dựng sẵn) được chứ? Ở Việt Nam chúng tôi sử dụng tiếng Việt không thay đổi system locale thành Việt Nam mà vẫn để Unuted States
Khi đó phần mềm hiển thị trông sẽ như trên

It seems that Vietnamese is not displayed correctly. Accented letters are turned into "?"

I cannot rename folders in Vietnamese.
I wonder if there is any way?

Does this problem only affect renaming?
