UltraEdit is what I use for this.
It's a powerful commercial text editor with hex editting and by-column editting modes and many other great features as well.
There's another tool by that same company called UltraCompare which specializes in this, but I've never used it.
Also, check out WinMerge; it's free and does a nice job on both file contents and directory contents.
