I've unpacked the last few portable versions to find out where the bug was introduced. In a fresh instance of 24.40.0200 the icon is displayed. And in 25.00 the icon is not.

So the bug was introduced somewhere between 24.40.0200 and 25.00.

Like I said in the original post, custom file icons is not enabled. Also, I mentioned in my further updates that I can reproduce it in fresh. And then I posted screenshots from a fresh instance.

After upgrading to the latest stable version (24.50.0200), I've found that when visiting some folders within my User profile folder in the List ('OneDrive' and 'iCloudDrive') they no longer display any icon in the tab.
