I think you're mistaking on what the feature does : it does not enforce that all columns are always autosized all the time, but auto-resize them as you browse around. My first guess would be to save your layout as default profile in Folder View Settings, but, having thought about that, I couldn't think of a way to deploy those settings globally across all tabs. Incidentally, Windows Explorer in Vista (and XP, if I recall correctly) has an ability to view settings...
