Storing the timestamps as UTC was anything but a bad decision. I've never had any problems with that or XY. A source of problems could be some 3rd party program installed on the computer, even one that could not relate directly to the issue. Try to login as administrator account and try from there....

Fascinating. Timestamps are saved in universal time (independent of time zones and day-light saving, and roughly the same as Greenwich Mean Time (GMT)). Ah, correction ! I first thought you mean drop onto an opened archive window, but now I think you mean drop onto the unopened RAR file directly.
