Win 10 x64 w XY 24.30.0001 ::fresh
If an Edit | Action Log event is "Undone", but the undo fails eg for a name collision, the Action Log will show it as "Undone" anyway.

As noted, I had tried a ::fresh instance. The problem turned out to be a screen-print app which had global control over F11. Photoshop too takes global control of keys. Phred - does F11 work for you to bring up the floating preview? Win 10 x64, XY v24.20.0510. In a ::fresh installation I customize the toolbar to show the Floating Preview icon.
