I've just found the answer to this (at least for me). No matter what I did or set the tree would just get larger and larger never collapsing anything, despite having optimize tree enabled etc. Settings > General > Custom Event Actions > Other Events > Switch Tabs = Optimize Tree Now the tree collaps...

Your screenshot does not show the latest beta version. Note that I tried a fix in v20.50.0115. Sorry again (my head's all over the place - boiler broken down last Friday, but anyway), guess what? Ah sorry, I didn't even realize that Preview Tab was there.

I get the same situation. if panel is open or has been opened, then no volume lowering.

I've found out a sort of work around. It doesn't happen if the preview pane is open. It doesn't happen if the preview pane is closed, as long as the preview pane was open before. I've tried 3 file types, mp3 wav and flac. It happens on mp3 and wav, but flacs fail to play at all (don't know why but thats a different problem).
