Well, that's why I dislike Chrome. The minimalistic approach.
This might be good for beginners, but for the power user who exploits various commands and features its just a burden.
The second toolbar can be used, for example, for favorites folders etc.

Yes.
Though a second toolbar can be used for more icons that do not fit in the regular one (no need to toggle).
I for one use a lot the drives icons as I have many drives and I switch between the all the time.

Perhaps I missed something. In most dual pane file managers when displaying dual pane you get 2 TREE Pane and 2 LIST Panes (either horizontally or vertically).
