The solution in this case was to make sure the scroll lock key was disabled properly.

Doesn't seem to help really. If I use a small value then I can see the scroll action starts in that range. When I have the application window maximized I have 40 lines visible in the file list. No it works fine in Windows explorer.

But I explicitly remember being able to do this in XYplorer at some point. Because I almost exclusively use it

I found a guide on editing the registry to add a link on the menu and I got powershell to show up. So I guess that works
