I'm afraid that's three no's on Q1 - Q3, and your utopia doesn't exist for video, but it does exist for audio (called "quick audio preview").

Did you know that you can left-click and right-click the progress bar, and that there are keyboard shortcuts for preview control?

Do you get the delay when you select the file and run this?

Unless this happens systematically (tabs pointing to network locations?), don't worry too much about it. Windows can sometimes delay a running process, and we will never know why.
