That's interesting.

To create a drag and drop situation is a complex thing in Windows. I can either let the shell do the tricky stuff or I do it myself. Each has its pros and cons as we can see in your case.

I can only confirm this for Win8.1. Same sad story as dropping to Notepad which fails in the same way: Mouse pointer looks good, then nothing happens. Can't find a way to fix that at the moment. :|
