Show shortcut overlays was enabled,
Show icon overlays wasn't, and enabling it did fix the issue.
Something like this should probably be enabled by default?

This expanding is the special super-power of Rapid Access as opposed to regular Favorite lists. If you don't want to use it, you can use the Windows global Links folder instead, or the Catalog.
