Where are my (TortoiseSVN, Dropbox) icon overlays?

First, ensure that you turned them on:

Tick Show icon overlays in Configuration | Refresh, Icons, History.

If this does not help, ensure that the following registry key contains no more than 15 icons (this is the limit posed by Windows):

HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\ _
  CurrentVersion\explorer\ShellIconOverlayIdentifiers

Using 64-bit TortoiseSVN 1.9 and later on 64-bit Windows

Quoting the TortoiseSVN team:

Context menu in file-open/save dialogs on x64 OS
On x64 versions of Windows, the TortoiseSVN context menu and overlays won't show for 32-bit applications in their file-open/save dialogs until you install the 2015 C-runtime for x86 (select the vc_redist.x86.exe file for download).

After installing the 32-bit (x86) "2015 C runtime" TortoiseSVN icon overlays will be shown in XYplorer again.
