I take it you're already using Details view (View > Views > Details), which by default shows Date Modified and Date Created?
If you mean the number of seconds (HH:MM:SS) then yes, by right-clicking the date column and selecting the desired time format.

not only second but if possible millisecond, or better i would view all the string of timestamp value

A quick Google search led me to this page. Can I ask why you need that level of time precision and where you've seen that offered elsewhere? Regarding the latter, neither Windows Explorer nor several third-party file managers, seem to offer this.

XY does offer it (since 20080313)! But it's a hidden feature (I just don't find the time to document all).
Simply enter this through the address bar and you get millisecond resolution (supported in all NT and later systems) in the file list dates.
PS: the setting is not stored between sessions.
