Here's my situation:
Looking for c:/windows/system32/drivers/etc/hosts
In c:/windows/system32/drivers, I can't see the /etc directory, even though I have 'show hidden files and folders' ticked. Is there a separate box for system files and folders that I am missing?
Side note: I can navigate there just fine in explorer.

The same here. When I have to edit hosts file, I use Windows Explorer instead.

Yuck. That is perhaps the least-intuitive thing I have seen today.

Re: Can't find a hidden file.
Hi and welcome to the XY forums!
I think we can all 'thank" M$ for that issue!
Don't worry...it's come up here many times before! Just another "improvement" from the OS side.
Update: There is a FAQ page that applies -- http://www.xyplorer.com/faq-topic.php?id=wow64 but I can't find a link to it from main FAQ so hard to find.

Still spending WAY TOO much time here! But it's such a pleasure helping XY be a treasure!
